About the initiative
Why Germany's Delivery Edge exists.
German companies are navigating growing pressure around technical talent, digital delivery, cost, resilience and access to specialist capability.
Yet identifying suitable external partners is not simply a question of finding another outsourcing location.
Where can German companies find capable partners that complement their existing operations — and how can those capabilities be assessed credibly?
Germany's Delivery Edge was created to help answer that question.
The market gap
Relevant capability exists. Finding the right fit is harder.
Across the Western Balkans, technology and business-services companies have developed specialist capabilities, international delivery experience and adaptable operating models.
But capability alone does not create market access.
German buyers need to understand:
- 01What a company is genuinely strong at.
- 02Where that capability fits a real delivery requirement.
- 03What evidence supports the claim.
- 04How the company operates as a partner.
- 05Whether it can meet the expectations of a German buyer environment.
- 06Who is worth engaging further.
The challenge was therefore not simply to promote the region. It was to create a clearer bridge between German demand and relevant capability.
What the work involved
From regional capability to buyer relevance.
- 01German market and demand analysis
- 02Regional market analysis
- 03Company market-readiness work
- 04Buyer-oriented positioning
- 05Evidence development
- 06Market engagement
The work combined market intelligence with company-level preparation.
German buyer needs informed how participating companies were positioned, what evidence needed to be strengthened and how capabilities were presented for international engagement.
This was not a generic export-promotion exercise.
The logic
Start with demand. Then identify the capability that fits.
German delivery pressures
Buyer requirements
Relevant capability
Company evidence
Market engagement
Traditional market promotion often starts with a location and asks buyers to become interested in it.
This initiative used the opposite logic.
It began by examining the needs and expectations of the German market, then worked backwards to identify and strengthen the capabilities most relevant to those needs.
What this environment represents
A practical bridge between demand and capability.

Pathways to engagement
Germany's Delivery Edge brings together the different layers of the work in one buyer-facing environment.
It is designed to help German decision-makers understand where the region may be relevant, identify companies with potentially suitable capabilities and move from market intelligence towards informed engagement.
Not a directory. Not a destination campaign.
Germany's Delivery Edge is not intended to catalogue every technology or business-services company in the Western Balkans.
Nor is it designed to argue that the region is the right answer for every German delivery requirement.
Its purpose is narrower and more useful: to identify where specific capabilities may be relevant, provide evidence that helps buyers assess them, and create a route to further conversation where there is a genuine fit.
Programme provenance
Germany's Delivery Edge was developed through the GIZ-supported Beyond Borders international-readiness programme for technology, IT, BPO and global business-services companies in the Western Balkans.
The programme combined German market intelligence, regional analysis, structured company learning, buyer-oriented positioning, evidence development and targeted advisory support.
Reinvantage contributed programme delivery, company readiness and strategic positioning work, alongside regional and market-facing editorial and industry inputs including Emerging Europe.
The intention was to create value beyond the duration of the programme itself: a practical market asset that can continue connecting relevant Western Balkans capability with German demand.
Start with the delivery requirement.
If you are exploring additional technology or business-services capability for a German operation, begin with the need. We can help identify companies and capabilities that may be relevant.
